Tiles suitable for low pitch?

I have recently bought a property which is 19 years old. It is a split level bungalow. The single storey part of the house is leaking water through the ceiling during periods of heavy rainfall. I have had 2 roofers look at it and they have both said that the tiles are unsuitable for the low pitch of the roof ( 18 degrees). These are concrete Redland Richmond tiles which I have been told are no longer produced.

My surveyor has since sent out his own roofing specialist who has stated that these tiles are in fact suitable for a minimum pitch of 17.5 with a 100mm headlap (ours have headlap of 120mm). They state that the problem is just due to adverse weather.

I am unsure what to believe now. I don't know much about roofing but I know that my neighbours with the same style of property have all had the same problem and they have all eventually replaced the roof . Anyone can give me advice as to weather these tiles are okay for this roof or not?

Can you get into the roof space and see exactly where the leaks are happening? Do the leaks happen whenever it pours down or does it need a strong wind in one particular direction as well?
 
Thanks for your replies. I'll try to take some photos today.

The water is coming in in 3 different areas. The living room around the chimney breast, the kitchen which is at the rear and the hall at the front. The hall leak seems to be during any heavy rain. In heavy rain the water runs off the higher roof on the 2 storey part of the house and then down the front of this roof and this seems to be the problem.
The other leaks seem to happen dependant on wind direction.

The 2 storey part of the house has the same roof but at a higher pitch. there are no issues with this part of the property.

The proof is the pudding as we say round here, and your tiles are not fit for purpose obviously. I have seen some so called roofing specialists and they don't know there arse from there elbow.
 
Adverse weather? You mean rain.
If the tech data States these tiles are suitable for min pitch of 17.5 degrees with 100mm headlap, that means they have been tested to a lower pitch and were successfully watertight. Yours at 18 with a 120 headlap should be fine, unless the tech data is/was wrong.

Is there lead work around the leaking areas? Ie valleys, chimneys etc.
