Tiling 9mm thick and 4mm thick tiles

Tiling 9mm thick 600 x 300 mm tiles and 4mm thick 20 x 20 mm mosaics.

What is the best way to ensure that both the big tiles and the mosaics end up flush with each other?

Apply a 5mm thick layer of adhesive yo where the mosaics will be, let that dry, and then do both the big tiles and the mosaics at the same time?

Or can the adhesive for the mosaics just be done in one go and 5mm thicker than the adhesive for the big tiles?

Personally would add a bit more adhesive to compensate, then gently push down mosaic pieces with something flat across the bigger tiles.
If the adhesive pops up through gap it might be worth letting the adhesive go of for a bit before tiding up as could move the pieces.
 
Adding extra adhesive results in lots of mess - adhesive squashing through the mosaics thats takes ages to clean off. Best way is to use strips Ditra matting or Durabase CI matting to make up the difference.

what ever you do do the hticker tile first up to the pint that the mosaics will be and then take it from there, depending on colour you could use a mosaic tile and grout for the mosaics then it won't matter if it squeezes through and use it to grout the rest too. As William says using thick beds of adhesive with mosaics isn't great a0 the mess that squeezes through and b) the mosaics can tend to twist on their backing
