Tiling a bathroom window ledge

Window ledge has been recently tiled but gets very wet as is adjacent to a power shower. There is no slope on the ledge to shed any water so water gets traped against the tile edge trim and puddles on the ledge. Grouting has broken already so remedial silicon was applied which has also failed perhaps because water has entered and lifted it or perhaps because it was installed too tight and has bowed and cracked the grout/silicon.
Other than fixing a small shower curtain over the window to protect the ledge (and this wont look great) what else can I do ..............PLEASE HELP

You have 2 options:
1. Stop water reaching the cill (but as you say, you don't want a curtain)
2. Create a fall on the cill with a new piece of plasterboard. Tank the plasterboard to make it waterproof, then re-tile using powdered adhesive.
 
As per gcol but to add you could also user a grout sealer/protector such as SEALGUARD or even Thompsons water seal to waterproof the grout once you have done as gcol suggests.
