Tiling a painted wall, with dodgy paint?

Hi all,

Yet another tiling question im affraid...

Im about to undertake tiling of a wall thats painted. Its in a bathroom, and i think its just emulsion paint on the walls, but in places its a little flaky.

My concern is that if i tile over this the tiles will not stick.

Im thinking that the tile and adheisive will stick to the paint ok, but as the paint isnt all that good in places, im thinking maybe the paint will pull off from the plastered wall...Hence the tile falling off with it...

What the best way to address this problem?
