Tiling and floorboards question for cloakroom

Hi,
I am going to tile a cloakroom floor which has wooden floorboards and need some help if possible please.

What do I need to put on the floor prior to tiling - I was thinking ply but have just read somewhere that ply shouldn't be put down in areas with water such as sink etc?

Can anyone inform me please?
