TINGLING SENSATION

Also this socket has been in the garage for years and has never been a problem before so it cannot be bad wiring practice can it.
 
If there is an earth wire connected to the socket front plate you should not be getting any 'tingling'

If as you say the wiring in the garage has been in there some time then it could caused by general deteriation.

I think you should get an electrician in to do a test. If you don't know of one ask around.

What might be just a tingling now could become lethal

The first thing you need to do is call in someone who can test the wiring and locate why a metal box is NOT earthed. For all you know there may be NO earth conductor out to the garage and therefore no effective earth on the box so no matter how you connect things inside the garage there will be NO effective earth in the garage.
 
I`d advise you to get it checked by a competent person.
Yes both the socket and the box should be earthed.
The screws holding the socket to the box (if they are metal) often provide a suitable link but if they are rusted or loose the will not be performing this task well.
You may have another problem, is the earth conductor correct.
And yet another problem - the earth of the electrical installation (near your meter) might actually be at a different voltage to the earth (the ground itself) around the area where the socket is.
So get it checked proffessionally.
