To be earth or not-that is the question

Mrs smith says she wants new spots fitted, they are double insulated, on inspecting her loop there is no earth. However all existing lights are 6" pendants (no earth needed) and the switched are mounted in plasterboard with plastic fascias (no earth needed). There is no requirement for earth (is there). Under part p the loop must have earth? and run minor works test you need earth R1+R2 and insulation to earth-p and earth-n. Is it still a no no without earth or is there a back door?

providing that everything is double insulated, then i dont think there is a requirement to have an earth, altho it may be time for a re-wire
