All depends what size newspaper you read. 
I believe it's more a matter of comfort than regulations
I think you probably need at least 200mm between the side of the pan and a side wall not to end up sitting 'sidesaddle'.

i would say any less than 14" (355mm) is cutting it a bit fine. this being the measurement from wall to loo centre.
