toilet flush overflowing

We recently installed a brand new wall mounted toilet. When the chain is pulled the water flow is so strong that it shoots over the side of the toilet pan. How can we prevent this? We have tried reducing the amount of water in the cistern but this makes no difference.

try pushing the flush pipe further in toward the pan.
 
Is this a wall-hung pan designed for use with a low level concealed cistern?

You say "when the chain is pulled..." -That's a turn of phrase I associate with a high level cistern.

If you have a high level cistern with a pan designed for use with a low level cistern, fitting a flow restrictor of some kind in the flush pipe may help, but the best answer would be the right type of cistern for the pan.
