Toilet not filling very fast.

My toilet cistern has started refilling very slowly.
It seems to fill faster if the ring on the left of the picture is loosened slightly.
Can it be adjusted in this way or is the ring purely for holding the arm on that stops the flow?

unscrew it & replace the washer inside, or you have a bit of dirt in the orifice
