Toilet really slow to fill up!

You should really find out where the water supply is from as the nozzels in the fill valve are different sizes for mains or tank,it could possibly be , if your new to the house, water is from the tank with a mains nozzel which in the absence of a blockage or isolation valve shut too low, could explain the slow fill...just a thought.

Just reading around, alot of sites seem to suggest in older houses (mine was built in circa 1970) its quite common for only the kitchen tap to be mains fed, and often the bathroom fed by the tank, if that does make any difference in terms of shutting it off for example.
 
Bathroom here also fed from tank which is why the supply from tank was 22mm
You need to assertain where the toilet supply is from and what should isolate it which is in a previous post?
