Toilet seat fixing (Gerberit)

Hello all
Toilet seat is loose.
Have taken seat off.
Can’t loosen this ( attached thing ) to retighten it
Plastic thing is preventing me from reattaching tightly.

Drop in hot water. Hopefully the metal will expand but not the plastic
