Undo and remove the two screws ,one in each of the hinge bases. that should enable you to pull up ,and off ,the seat. That will reveal the anchorages ,which you can then establish if they can be removed from above . post a pic of them if need be.
We’ve got a similar setup on our upstairs toilet. Remove the two screws and the seat should pull off, leaving two pins/studs. Holding those studs on are a couple of butterfly/toggle screws. Undo the screw and the posts and screws can be removed. The butterfly screws are something like this.
All sorted. As advised I had to get the hacksaw out on one of the brackets. The rubbers plugs had to be pushed "down and in".
