Toilet water level dropped

it doesn't have a soil stack on this toilet just on my upstairs toilet

This other toilet,is it the same make/model as the ground floor one ?

Negative pressure downstream somewhere is pulling slightly on the WC trap...does Hit normal level when the inspection cover is up?

No the other toilet (upstairs toilet) is new and a different make and model

dont expect the pan water level to remain the same,its a particular science

have you tried pouring water very very gently into the pan and see if the level rises ?

your crapper could be having a temporary hissy fit and needs some tlc

Jet the manhole and drain line. Then a quick 'look and see' with a camera, jobs a good-un.
