Toilet Water Refill Issue

Hi all,

Looking for a bit of advice please.

I moved house and the bathroom suite is old and to replace the the shank and fill valve element.

Toilet now fills alot better and quicker, however I can hear it filling every 1 or two minutes slightly.

I held the top of the fill valve up to the top to make sure it knows the toilet is full of water in a sense, I can see the water level going down slowly. Toilet then compensates as expected every minute or so which wastes alot of water.

I know the fill valve should be placed about 1 inch above the overflow but I don't think the issue relates to that.

Any advice on what I am missing here would be appreciated.

If the flush valve is leaking the fill valve will open intermittently to top-up the cistern.
