Toilet 'Whistling' & Running

Morning all :)

OK, so my toilet has started to make a dreaded whistling noise when refilling the cistern post flush which only makes me assume its the inlet?

Also, it's started to run as it just reaches the limit (but not fully as I can hear a constant water stop/start but seems to stop if I open the cold water tap in the basin. Pressure difference?

Am I correct in that its the inlet?

Any ideas if its easy to replace or any resources to help me replace please?

Replace the float valve ( filling valve ). Preferably one with a brass threaded tail. Don't know what WC you have ,but the valve will be bottom entry or side entry , into the cistern. If you can post pics ,you would get more advice. You may need to replace the seal ,where the supply pipe connector meets the valve.
