Toilet won't stop flushing (Ideal Standard cistern)

Hi, I have an ideal standard cistern that won't stop flushing. In order to get the float to float I have to fill the cistern with water - otherwise it just keeps running with a little water in the bottom. I've attached a photo of the delightful object that is the centre of my attention right now. Might the problem be something to do with that narrow transparent bag that dangles down? It's torn open from about halfway down.

Not sure of what you are describing . After flushing ,water enters via the float valve ,if the water level doesn't rise more than a couple of inches ,but continues to run into the pan ,non stop, your problem is the flush mechanism
( The part in the middle of the cistern).
 
Yes, exactly that, water doesnt rise more than couple of inches. So I'll see what I can find in the flush mechanism, or get a new one. Cheers
 
Rotate the flush valve to unclip it from the basket which is attached to the cistern. Ideal standard parts widely available.

Don't worry about that ,it's only purpose is to make the filling up a bit quieter .
