Can anyone identify the round nose tool at the bottom of the image? Flat one side, half round the other, sharp edges.

Its a specialist chisel or maybe woodturners tool
 
I would say it is a chisel, either woodturning or the usual woodworking chisel, possibly adapted by the owner to suit a given task.

It's sharp on the long edges. Was wondering if it was for boring/cleaning holes in wood or something like a babbitt scraper.
 
I was thinking it is a scraper, the edge is kept very sharp otherwise it does not work properly.
