Top layer of brick wall.

Have a brick garden wall and the top course has blown and become loose with bits coming off the brick. The brick used has 3 holes in it.

Sometime in the future I'd like to remove them and redo. Is this the correct type of brick? I'm assuming water is getting in and frosting causing the brick to break away but why the top layer?

What is the best brick and solution to stop this in the future.
