Top Up Cavity Wall insulation

A chap has called at our door offering us cavity wall insulation for £99 with a government grant. I explained that the builder had boards put in when it was built as some form of insulation. He said that this would be poor quality and they would top it up with beads.

When I had extra loft insulation a couple of years ago I was told that we could not top up the insulation even though the board method was poor. This guy says you can, does anybody have any knowledge of this?

It's not a case of can you/can't you top-up the insulation. If there is any foreign material within the cavity it will invalidate any BBA warranty, and if you should have any issues with damp patches you will need that warranty.
If they insist it can be done request it in writing from the BBA before works starts,

Now received a reply from BBA saying they would not recommending this top up of insulation. So will not be going ahead of course!
