No it hasn't. Catherine the Great incorporated it into Russia in the 19th C
Since the Russian Revolution, control bounced forwards and back between white and reds, Crimea was declared independent in the 1920's.
It was invaded by the Germans in WW2 and re established as independent after WW2

No Coalitions means that a party who has 34% of the vote can drive through extreme policies.
Even though 66% of the country/electorate do not wish that policy.
Coalitions produce stable government

A party with 34% of the MP can't force anything through. They can only pass an act if others agree.
