towel rad wont work

I don't know what I have done but turned off towel rad in bathroom using the valves. Now it wont come back on. Have looked to bleed it but that seems ok. Both copper pipes at bottom remain cold when boliler is on.
I have cosytoes floor heating in bathroom dont know if that is linked to rad to ajust heating. also have a salamander pump dont know weather they are all connected to one another. when it did work it seemed to be independent of the central heating which is why I tried to turn it off in the first place.

what can I try please.
 
Really basics first. You have turned on both valves fully and not just the flow?

How old/ what is your heating system? Could be the towel rail is on the h/w gravity circuit. This was common years ago.
 
I have turned both valves as far as they go both ways. Only been here a month looks a new bathroom fitting not sure about heating. Boiller is a glowworm fuelsaver mk11. Has a pump for low water pressure. I somehow get the feeling that the rad is linked to the floor heating but my six year old has got more idea than me. I have themostat downstairs in living room and a programmable thermostat just outside the bathroom which controls room and floor in bathroom.
 
Is there power to this programmable room stat? If not there would probably be a battery symbol flashing or the display blank.

I don't know this cosy floor heating, is it a 'wet' underfloor heating of electric? If wet, it could be that pump or zone valve contolling this has got stuck closed.
 
its a easy lay mat. there is power to the themostat and it seems to be operating ok
 
Then I don't think this mat will have anything to do with the towel rail.

Try turning off all other rads on valves and turn hot water off at programmer. Put pump on full speed and see if this will push water through to towel rail.
