Towel radiator not getting hot

I Fitted a new towel radiator in the bathroom last summer and all was working well but since turning the heating back on this year it isn't getting hot, not even warm, I thought it might be the valve so I bought a new one and fitted it but still nothing, I have bled it and all the other radiators in the house many times, I have turned the pump up/down, I have turned the boiler pressure up/down, I have turned the boiler temperature up/down but still nothing, there is water in the radiator so why isn’t it getting hot? All the other radiators get hot within minutes. Any info would be appreciated.

There could be an airlock in a pipe somewhere. Have you tried turning all of the other rads off and just running the towel rail?
 
No that's 1 thing I haven't tried yet, if it a an airlock will turning all the radiators off apart from that one will it cause the the air to be forced into that one and then will I just have to bleed it.

I can't say, you might be lucky and if there is air it will get pushed round, but it might be a pipe needs its fall adjusting.
