Towel rail - can't get cap cover off?

Our towel rail isn't heating up in the top half. I've opened both valves at the bottom, no result. I've looked for a bleed valve but can't find one - assuming it's below one of these covers but I can't shift either at all. Am I missing something? Any hints please?

Decorative cover ,should prise off. Use a thin knife ( or scraper) at the bottom , around the periphery to lever it upward.
