Towel Rail, Works on and off

Hi, first time asking a question. Not used to it but this has beat me.
We have had a new Towel radiator in the bathroom. it does not want to heat up.

There is water in in and I have bled it.

However if the heating is on, i open the thermostat valve and open the bleed valve it does start to pull through the hot water and it heats up. This is great all the time the bleed valve is open and its draining into a bucket. When i close the value. It stops again and the rad goes cold! All other rads in the house are fine.

any help with this would be a great help. I just want a warm towel in the morning!

Check the lock shield valve at the other end is open, try half a turn at a time till it heats up.
