Transformer for ELV fan

Can i use any 230V - 12V transformer for a 12v extractor fan as long as it supports the wattage?
 
Providing it is a proper SELV isolating transformer then yes.

Almost all modern lighting transformers will not be suitable for this application

Lighting transformers are not really transformers. They are actually a phase cutter (a clever little box of electronics) which will make a 12V lamp work on a mains supply, but it will not run a proper load such as a fan, and from a safety point of view the output is not isolated from earth.
