Treadmill ? Is it an appliance ? :D

I bought a commercial treadmill, as faulty.
Paid peanuts for it. Hope to resurrect it to former glory.
Is it considered an appliance ?

(If it is) Its a LifeFitness 9500HR Next Generation (RT9500) commercial treadmill. When powered on i can hear hum of transformer, motherboard lights up with one red and one amber light, also single digit led display flashes 8-3225 code upon power-on. Problem is the control panel is not lighting up to see any errors, controls are not responsive.
Its been sat in a garage for a while, some exposed surface rust etc, but nothing is seized, all moving parts can be moved by hand.

Anyone here fix commercial fitness equipment ?
Help !!!
