Tree removal/ground heave.

We have a dying (decay in trunk,extensive fungus at base & distorted leaves)) mature TPO oak tree approx 7m from a conservatory on a raft foundation. and approx 11m from the house. We're on clay soil. Both an arborist and tree surgeon have advised to have the tree felled sooner rather than later. An application has been made to the LA.
Given the tree is on clay I understand removal could cause the clay to re hydrate and cause heave on the conservatory and house foundations.
So there's risk if the tree is not felled and risk if it is!
Thoughts?

Not an expert but I would have thought it unlikely. You won't be removing the roots or all of the stump I presume.
 
It's probably far enough away not to be a problem. You could always plant a few willows to replace it.

An arborist with the additional qualifications that extend beyond the necessary safety tickets, would be able to do a survey and give you a definitive answer.

It's probably best if the tree were felled but consider other uses for the stump before you wrench it out, root n' all - they make excellent havens for insects and beetles, and with some encouragement and care, can become a thriving moss colony in no time.
