Trianco 15/19 oil boiler fuel pump problem?

I have an old Trianco 15/19 boiler.
It will not start and the red reset button comes on.
It also makes no sound when started then after 20secs the reset light comes on.
I have removed the burner and taken off the fan, which rotates freely.
Should the pump then be able to be turned by hand - I am not able to do this I guess that this means the pump is seized?
Am I correct in assuming this?
I have also cleaned the photo sensor.
All advice much appreciated.

If the motor turns without the pump connected the pump
will be at fault and the pump is stiff.
You will need a boiler engineer with a flue gas analyser to
set the boiler up properly if it requires a new pump
otherwise you will rapidly have a sooted up boiler.
