Tribune HE Boiler not heating water.

Hi all I have a Tribune HE boiler which is for heating water only I have had new thermostats and elements fitted and a new timer/clock fitted about 6 months ago and it has stopped heating my water again, on checking my electrical usage where I normally see a big spike in usage whilst it is heating overnight there is no activity yet the clock/timer is on so there is obviously no electric going into the thermostats, what could be the problem? TYIA
