The legs are a supplementary support, like you get with the older columns, there would normally still be wall brackets. They reduce the pulling force on the top wall brackets given the extra panels weight. Yes they are adjustable to support varying heights. The nut and square washer loosen allowing the top bracket to be moved up and down the slots in the leg.
Nothing less than 15mm pipe will work with these rads, if the system's microbore then it's not worth it unless there's only a couple of rads. The system will also need finely balanced to support these larger rads, like any other system that has larger than normal rads.
