Triton Ivory II - set to 10 and only luke warm

My shower is set to 10 (full) and even on the second hotwater setting it only gets a little past luke warm...

I have experimented with the 1-10 scale on both heat settings and have had no luck in getting it hotter

If the toilet is flushed or the cold tap turned on, I get a nice few seconds of hotter water!!

Is this a problem with my thermostat or something else?
Has anyone been able to rectify this same problem?

do a continuity test on your heating elements, one may have blown.
also check your tco'sfor voltage bothsides when switched on.
