I have a Honeywell T6360 thermostat that I suspect is failing and would like to confirm that before I replace it. (Symptom: radiators not turning on).

Looking at the wiring diagram, would I be correct in thinking if I short pins 1 and 3 it would simulate the effect of the temperature being high enough to turn on the heating?
i.e. shorting pins 1 and 3 should make my radiators warm up.

Yes!
But be bloomin careful what you 'short' it with!
With the power off (and double check, preferably with test equipment!)
I would disconnect the red (1) and yellow (3) and connect them with a suitably rated terminal block or wago connector.
That should (hopefully!) give you an answer.

Put the red and yellow in to the same terminal on the stat. That will bypass it.
Yes, I'm over thinking again. I just don't want to get in trouble with the electrician's. They're sometimes a moody bunch on that side of the forum! :)

Yes, preferably terminal 3 if wired correctly.

Also OP, any other controls? Combi boiler, open vented, sealed system?
