Trump will most likely lose the House in the mid terms, but not the Senate(6 year rotation). Then he won't be able to get laws through, but he'll still be doing his executive orders unless they're deemed illegal.

He'll either declare a state of emergency and cancel the mid-terms, or he'll try some other way of stopping democrat votes, or cheat.
