TRV grub screw

Fitting a replacement TRV head.
The head has a grub screw on it, with an Allen key hole.
I place the head onto the valve assembly. Should I fasten the grub screw then? Or should I push the valve all the way in, then fasten the grub screw?

open the head fully 6

then push it on and tighten the screw it has a groove to seat in on the valve body

it means turn the head full on before you try to fit it
