TRV is always hot. Broken?

I know that a TRV can become stuck closed, hence always cold, and that they might be freeable quite easily. Is it possible for the TRV to get stuck open, and that there is a similarly easy fix? There is a kids room that is always boiling and closing the TRV apparently does nothing.
 
The pin can get stuck up as well as down.

Remove the head and check that the pin will go down when pressed and spring up when released. If sticky, try a little WD40 or silicon lubricant.
 
The valve washer can also be damaged, allowing the valve to pass water all the time. Some valves can have new inserts fitted, but most DIYers will just change the whole valve.
