I have TRVs fitted to every radiator in my home, but in 2 rooms the radiators do not heat up to a consistent flow, from top to bottom, when the TRVs are set and will reduce in heat almost to off after a short while. When the TRVs are off, the radiators blast heat. Any suggestions. This is a brand new system with brand new rads & TRVs.

I would suggest your system needs balancing although it's not an easy task with TRVs, so get someone competent to do it... Either that or the installer has put in a boiler that is too small for the property - But balancing should sort it out in anycase.
