The vast majority of cisterns were fitted with a 91/2" syphon until a few years ago when a new bye-law said cisterns had to have an internal overflow facility. Nowadays they have a 71/2" syphon fitted, or a flush valve.

By the way, the turbo 88 in various heights will be phased out soon as it is now available adjustable between 71/2" and 10". Try to get an adjustable one.

Better still - if it's a low-level cistern - fit a flapper valve.
