turned off stop cock now cant get water back on!!! help!

Hi.

Was having problems with my toilet flush so turned off water supply in kitchen, .fixed the issue with the flush but now I cant get water supply back on!

Please see the attached picture in my album, basically ive not touched the stop cock to the right but have turned both the blue taps to the left. I was of the belief these were the taps to doshwasher and downstairs toilet. However now, no matter the combination. I cant get the water back flowing. !

Does any one have any ideas? Preferably before the mrs castrates me in the morning for having no water.!!!!!
 
The one with the white plastic thing is either the washing machine or dishwasher.

The one with the blue hose shouldn't be the WC, but then I have seen some shockers in the past.

Take the blue handle off, and make sure the flats of the spindle are running in line with the pipe.

I assume, by "having no water" you have nothing to the other outlets too?
 
On the bottom blue handle, remove the centre screw/remove blue thumb turn and turn the spindle with a pair of grips.

thanks for the answers! in the end nothing was wrong with it, the water company had turned off the water supply for the entire road and just hadn't told us, so I was running round like a fool wondering what I'd done wrong and it turns out nothing ! thanks for your help though, most appreciated

oh thats a shame, i was going to offer to fix the problem for £3'000 :lol:
