Twin and earth in rock wall in front of behind?

Just building a man cave in the garden and need to feed twin and earth down into insulation which will be Rockwool between the outer slatted wall and inner 12mm ply, do I take the cable through the Rockwell or behind it
 
You'll need to do a cable calculation to see if it is OK for that size cable, carrying that current to be routed through insulation.
 
Just 1 ring cct on a 32amp breaker proberbly providing a few hand drills radio kettle / a radial to a 2.5kw wall heater covered by a 16amp breaker / and 2 light fittings 58watt each inside and a couple of lights outside 50watt each covered by 6amp breaker the main switch on the cu 40amp rccb
 
the short answer is that cable must not be buried in insulation, but it can be over or beside it, so that it can be cooled by the air.

However you say 32A.

2.5mm cable is insufficient for 32A

I don't understand your design
