Two Bleed valves on my rads?

Am i right in saying both of the points indicated in the pic are bleed valves that should be operated in order to bleed each radiator panel?

If the answer is yes, is it best to open both at the same time or do each one independently when performing operations like draining down the system or bleeding each rad?

Yes they are both bleed valves.

It won't really make much difference either way but... when draining down I would usually open both up together to help speed things along and when refilling I tend to do one panel at a time in case they both hit full together and start squirting out dirty water at the same time. :)
