Two Storey Extensions to be PD?

I vaguely recalled receiving a Planning Portal News email earlier this year sometime whereby it had been mused by the powers that be that PD restrictions regarding two storey extensions was to be modified, I have had a brief look through the Planning Portal News emails but can't find it, perhaps I dreamed it or it was last year, anyone else know anything or recall suchlike?
 
Yes, the government has been a little preoccupied lately (although I think I heard that this proposal was being quietly brushed aside)

I remember an odd sounding one from a couple of years ago where they mentioned something weird like '2 storey loft conversions' or similar
 
Some two-storey rear extensions can be PD, but the constraints can mean they are limited in scope.

Two-storey side extensions to semis and detached would be great and solve many problems, but planning departments would fight that tooth and nail.

As above, I did see talk of building upwards by up to an additional two-storeys, but can't see how that would work without impacting the street scene. One wonders if this has been quietly dropped once officials realized the ridiculousness of this proposal.
