Type 1 MOT with cement as a driveway surface?

Following on from my self-binding gravel query I'm wondering if Type 1 MOT is basically similar stuff (Composition wise it appears similar with limestone and lots of fines). The reason I ask is self-binding is proving difficult to find in the North of England and is also 3x the cost. It's also painful if you don't know exactly how much you want due to the delivery charges.

I'm thinking if I were to add a little cement and whack it down, then water and whack it, it would make for a pretty hard-wearing surface, easy to maintain and cheap in the grand scheme of things. Am I mad?
 
I did this when laying a path. I was using up some leftover materials when I decided to lay the path, and I was a little short on MOT1. So, I sprinkled a sack of cement over the top, raked it, damped it and hand-tamped.

It did set quite hard for walking on, but it was a faff to do. As it was a base for pouring concrete, I gave it a final tamping with a hand-whacker and it gave way in a few places. So, fine for a base but I fear on a driveway it would quickly fall apart where you drive on it.
