A fly on the wall TV documentary some time ago showed an African going to an NHS clinic for treatment. The people on the desk asked for his ID and he produced it from a briefcase. It wasn't valid, so he pulled a different ID out of the case, which they did accept. He had a case full of different peoples' IDs. There was a light-hearted, trivial atmosphere in the room- the staff were not taking it seriously, and of course the TV crew were sympathetic.
Public sector workers are mostly left-wing wing and will bend any rules to help people dodge paying fees. I saw this when I did an evening course at a college about 10 years back, where tutors spent an inordinate amount of time explaining the various ways applicants could get the course for free. A private business would be primarily concerned with getting the money.
