07 is NOT just mobiles. Mobiles are 077,078,079 only.
070 is a code for "follow-me" or "diversion" numbers, which attract a much higher charge.

So Woodyoulike is absolutely right, if you get a missed call from an 070 number and you don't know who it is, it's going to cost you a lot more than you expect to return the call.
And if you have a mobile deal including XX free minutes - no, it's not included.
OK it's not £1.50 a minute as has been mentioned, but I have only sourced 2 examples above and one of those is 50p/m - if you're expecting it to be a few pence, or included in your allowance it's still a kick in the teeth.
