They mean that their previous products did not have actual on/off switches, but some electronic circuit which remained connected all the time, and due to this totally useless design, it destroyed batteries even when off.

They now have a solution to a problem of their own making which will no doubt result in the products being fair more expensive and compelling all those who purchased the previous models to dispose of them and 'upgrade' to the new ones.
 
Pity this because Colemans used to be a very good company. I wonder though if their torches have a locator lamp which flashes when the torch is OFF. Very useful when you need to find the torch in the dark but very wasteful of power when the torch is in the store cupboard. In the old days we simply took the batteries out when in the store room to prevent leaky batteries damaging the torch.
