Under counter water heater

I'm wanting to install a new 3kW under the counter water heater. I was going to use the existing supply to the old water heater which is on the ring-main. The consumer unit has no RCD.
My question is, do new water heaters need to be protected by an RCD?

I've not bought the heater yet, just doing some of the pre-planning.

You should plan for a new circuit not plan to put a 3kW water heater on a ring final.
