Underfloor heating - electric cables BELOW concrete floor?

Hello there,

I ws thinking to install electric underfloor heating onto the ceiling (concrete) of the basement under our kitchen, possibly fixing the cables with a suitable mastic/cement, then insulating below as required.

I hope that this would work like an "Economy 7 storage heater"; warming up the block of concrete (thickness? must be 20-30cm) with off-peak, cheap, electricity, then switching off to allow stored heat to dissipate upwards. This would take the chill off the floor rather than heat the room in any way. already have central heating with combination boiler.

Any ideas regarding whether it would work, the materials I need (thought about "in screed" heating cables + suitable thermostat), and the type or adhesive I would need to fix the cables - obviously it would need to conduct heat efficiently.

For those who may ask "why don't you install before tiling?": Didn't think of it at the time (10 years ago!) and don't want to rip up our decorative tiles! :-)
