underfloor heating

Hi
I have just bought underfloor heating for my bathroom and I'm getting conflicting information, can someone help.
the heating cable is 3mm thick which is being laid on top of a ply floor after being primed, do I have to use a screed (latex non water based) or is it perfectly ok use the flexable adhesive straight on top of the cables?
I'm getting told two different things,my floor is sound and the are is about 3.5sqm

take your laying ceramics of the top ? If so you can go straight onto it. If vinly tiles etc you must put down water based FLEXIBLE smoothing compound first
