Is it cost effective to install on top of an existing cement/ wooden floor, or should it be considered for new builds only?

Are you thinking of dry/electric heating, or wet/piped heating?

In that case you really need to excavate the entire floor area, to create enough depth for the insulation, the pipework, and the screed on top.

you can use the Jupiter system, 30mm insulation with premade pipe grooves, with aluminium diffuser plates, on top you can use their stong board 5mm in thickness, ideal for retro fit

Nice! I'd not heard of that system. Have you seen it in use anywhere?

Not having a pop at Jupiter or BillyBob, Just trying to offer some advice.
UFH must be correctly designed and installed to work. If its correct its superb, if its wrong its a complete & total waste of money.
The heat loss calculations and design must be correct.
Always obtain in writing the guaranted operating temp of floor/finished product, there are some off the shelf jobs which specify 22deg as design temp. You will require 2/3 c above required/desired temp.
It is major upheavel to fit especially in an occupied house, within the scope of a competant diyer. Do not deviate from the design/plans.
Carry out plenty of research and good luck.
Apologies for spelling now off to check out Jupiter site, have only ever installed Nu-heat systems, pricey but does what it says on the box.

If you supply plans of your floor area Jupiter will give you all the floor layouts, as will most UFH companies, I agree without the correct design involved with the UFH it would be a waste of money.

Thanks for that link BillyBob, they are 5 mins up the road from me, will try them out (price/spec wise) site and products seem ok, got a garden summer house coming up soon. Already laid in gas just waiting for Norwegians to build it. Being local I can deal face to face. Thanks.
